It's a QR code that, when scanned by a phone camera, opens your Instagram profile. If the person has the Instagram app installed, the profile opens straight in the app and they can tap Follow. If they don't have the app, the same QR opens your profile in their phone's browser. Either way, they land directly on your page with no typing.
